Jerry’s Law: A Big Win for Animal Welfare in Arizona
I love interviewing the amazing team at our local animal shelter. They work so hard and have such beautiful hearts. I can't imagine some of the situations they encounter. As much as I love animals, I know I couldn't do what they do. And the heartbreak of not being able to help must be soul-crushing.
I hope this new law is effective in turning things around for animals in Arizona. It will undoubtedly help our hardworking animal advocates find justice for our furry friends.
What is Jerry's Law and How Does it Help Animals?
Arizona just made a significant move for pets in the Grand Canyon State. Senate Bill 1658, also known as “Jerry’s Law,” has officially passed. The new law took effect in September and is already being hailed as one of the most significant animal protection laws in recent state history, according to the Arizona Humane Society.

Who is Jerry?
My first question is, who is Jerry?
Jerry is a chocolate Lab who survived horrific abuse in Chandler back in 2023. Jerry was one of 55 dogs rescued from a home where conditions were so bad that some of the animals recovered from the situation had to be euthanized.
The Arizona Humane Society called it “one of the most egregious” cruelty cases they’ve ever seen. Sadly, Jerry was paralyzed as a result of the abuse, but he's so resilient that he's become the symbol of change for animals in Arizona.

Jerry's Law: The Background
Jerry's law was sponsored by State Senator Shawnna Bolick. Jerry’s Law tightens Arizona’s animal cruelty statutes under ARS §13-2910.
Now the law has clear definitions for cruelty as intentionally, knowingly, or recklessly subjecting an animal to neglect, abandonment, or unnecessary injury. It also mandates proper food, water, shelter, and medical care for companion pets.
Anyone caught violating Jerry’s Law could face criminal charges, fines, and even jail time. The law provides our law enforcement officers with clear guidelines and the ability to act quickly if they suspect an animal is being abused. This quick action could be a game-changer in helping to protect animals in Arizona decisively.
For more info or to report suspected cruelty, contact the Arizona Humane Society at 602-997-7585 ext. 2073.
