Homeowners Associations have been a thorn in the side of creatives for decades. These councils have the final say in most neighborhood activities and decorations, enforcing their will on everyone under their jurisdiction.

For many, these Associations are nothing more than an aggravation, but for some, they stand as an impenetrable wall against joy.

To Honor the Fallen

This story starts with a woman in Surprise, Arizona. Kendall Rasmusson is a sister, specifically to Sgt. John Daggett, who was killed in action in May of 2008. Kendall obviously wanted to remember her brother's life and legacy, so she began to build her memorial.

Now, every May, Rasmusson constructs an elaborate Memorial Day tribute, complete with American Flags, stars and stripes, and a banner honoring her brother on her garage door. For most who saw this display, it shone as a beacon of love, but her local HOA didn't quite see it the same.

Disrespecting the Fallen

On May 7th of 2025, Rasmusson received a letter from her HOA's Management Company. The letter called her display, specifically the banner memorializing her brother, a "nuisance". It was apparently compared to dead plants and overgrown bushes, which she believed was incredibly disrespectful.

The HOA asked she take down the banner, as decorations were only allowed up for 30 days before a holiday and 10 days after. They claimed the banner was up outside those guidelines, and considered it a permanent decoration. She went through this exact same issue previously, in 2018, but an online petition allowed her to keep the banner up for other holidays. She claims the new management company was unaware of this.
