
Interview with AZ Director of Homeland Security Kim O’Connor
According to Arizona's Governor Katie Hobbs' website, Operation Desert Guardian "is a coordinated effort between local, county, state, and federal law enforcement, leveraging shared resources and intelligence to combat cartel operations throughout the state."
Recently, the combined agencies from the joint operation met in Cochise County to update the public on the efforts to increase public safety and combat the illegal border activity that puts Arizona citizens in danger.
First Watch Interview with Arizona DHS Director Kimberly O'Connor
Kimberly O'Connor, the Director of the Arizona Department of Homeland Security, stopped by KWCD's Friday morning show, First Watch with Sheriff Mark Dannels, to discuss Operation Desert Guardian and its impact on Arizona.
Sheriff Mark Dannels explained that Operation Desert Guardian is an initiative that was created to address the critical issue of transnational criminal activity that has spread illicit drugs, particularly fentanyl, across Arizona.
The operation was established by an executive order from the governor to build a unified response that transcends county lines and agency silos.
Dannels explained that the primary focus of Operation Desert Guardian is to "disrupt drug trafficking networks, enhance community safety through coordinated law enforcement efforts, strengthen intelligence sharing among agencies, and conduct outreach and prevention campaigns."

What is the Role of the Arizona Department of Homeland Security in the Operation?
AZ DHS director Kimberly O'Connor has been in this role for about a year and a half and has a background with the U.S. Department of Homeland Security, where she spent 11 years before returning to Arizona. Her role is crucial in overseeing the state's efforts in grant administration, cybersecurity, and border coordination.
Recently, O'Connor and her department visited Cochise County to explore border-related issues.

The visit included several state VIPs and was part of a broader effort to assess the situation on the ground, understand the successes and needs of local law enforcement, and strengthen the partnership between the state and local agencies.
The team visited various sites along the border to observe operations and gather insights on how to improve security and safety measures in the region.

How Multi-Agency Information Sharing Stops Crime Along the Border
O'Connor told First Watch, "Information sharing is really the backbone of effective security."
She went on to say, "We know that no single agency has a full picture of the transnational criminal organizations, [and they] don't respect the jurisdictional boundaries."
To combat that fact, the combined agencies employ creative opportunities that work across those boundaries. They share information to close the gaps that are exploited by the criminal element operating along the Southern border.
"Through Desert Guardian," she added, "information gathered in one county can immediately inform operations in another. This reduces duplication and helps officers on the ground to make better and faster decisions."
